Archives: Constitution Day Resources Available on USALearning.gov
To commemorate Constitution Day on September 17th, Public Law 108-477, Section 111, requires government and department agencies to provide educational and training materials covering the United States Constitution. In addition, educational institutions receiving Federal funds must meet this same requirement for each year in which funds are received.
To meet this need, USALearning.gov has provided the following resources to assist agencies in complying with this mandate:
- U.S. Constitution Course Available on USALearning.gov
A new online course titled, "An Overview of the U.S. Constitution" has been added to USALearning.gov to support this new initiative and requirement. In addition, this course can be loaded on your GoLearn branded LMS if you have purchased the SkillSoft content.
- Full Text of Constitution Available on USALearning.gov
The full text of the Constitution is also available as a fully searchable online book in the Books24x7 resource located on USALearning.gov. This, too, is available to all federal employees on USALearning.gov.
Constitution Course Completion Certificate: To complete this course and receive a completion certificate, you will need to pass the End of Course test with a score of 70% or higher. To take the test, click on the course menu and select "Take Course Test" to begin. Once this is completed and a satisfactory score is achieved, a completion certificate can be printed.

Constitution Course
To access the Constitution course, "An Overview of the U.S. Constitution" from the USALearning.gov homepage:
- - Log in (or register) to USALearning.gov
- - On the homepage, click on the "Federally Mandated Courses" button.
- - Scroll down the list of courses until you see "An Overview of the U.S. Constitution" listed.
- - Click on the Course name.
- - Click "Register for this course"
- - Answer the course questions to complete your registration.
- - To take the course, click on the "My Classroom" tab across the navigation bar.
- - Click on "My Courses"
- - Select the "An Overview of the U.S. Constitution" from your list of registered courses.
- - A new browser window will open, click on the provided link to launch the course.
- - Select "Play this course" and you are ready to get started!
Full Text of the Constitution
To access the full text of the Constitution through Books24x7:
- - Log in (or register) to USALearning.gov
- - Select the "My Classroom" tab across the top navigation bar
- - Scroll down and select the "Books24x7" link.
- - A new browser window will open with the Books24x7 site
- - Click on the "Find Books" link
- - Type in "Constitution" in the search box
- - The "United States Constitution" will appear on the right.
- - Select the section of interest to you to begin.
